IFPEN, A STATE-OWNED INDUSTRIAL AND COMMERCIAL ESTABLISHMENT (EPIC)
IFP Energies nouvelles (IFPEN) was set up in 1944 as a professional establishment governed by private law and was transformed into a state-owned industrial and commercial establishment (EPIC) in 2006 (Article 95 of Law 2005-781 - Decree 2006-787 of 6 July 2006) and its articles of association were amended in 2009 (Decree 2009-1232 of 15 October 2009 amending its authority), again in 2010 (Law 2010-788 of 12 July 2010 amending its name), then in 2021 (following Order No. 2020-1496 of 2 December 2020 on the centralization of the availabilities of certain organizations to the Treasury).
Its articles of association are defined in Decree No. 2015-1823 of 30 December 2015 on the consolidation of the regulatory component of the Energy Code (Book I, Title IV, Chapter IV, Section 2).
IFPEN is under the authority of the Minister of Energy. The establishment is administered by a sixteen-member board of directors comprising four representatives of the State (a representative of the Minister of Energy, a representative of the Minister of Industry, a representative of the Minister of Budget, and a representative of the Minister of Research).
